Years ago, all mail ballots contained two envelopes that could be sealed. The inner envelope where you put your completed ballot was a sealed envelope. Then the inner sealed envelope was sealed inside the mailing envelope with your name on it. Once the clerk verified the signature on the mailing envelope, it was opened and the inner sealed envelope separated to go to the counting process separate from the mailing envelope with the name on it.

Some years ago, Clerk Green changed that so that you cannot seal your ballot up separately because she started using an open "sleeve" to put your ballot in that can not be sealed. Anyone opening the mailing envelope (the clerk or her appointed judges) can easily see your ballot in the "sleeve" with your signed envelope right next to it.

Why did she change that to have all of the mailed ballots come in exposed to whoever is opening the mail? Even if it's election "officials" opening the ballots, why should your vote be exposed to anyone along with your name?
